Authorize Supplemental Agreement No. 1 to the professional services contract with Burgess & Niple, Inc. to provide additional engineering services necessary for the design of water and wastewater mains and in-line storage at thirteen locations - Not to exceed $894,361.15, from $2,754,802.25 to $3,649,163.40 - Financing: Wastewater Capital Improvement G Fund ($854,361.15) and Water Construction Fund ($40,000.00)

BACKGROUND
On December 14, 2016, the City Council authorized a professional services contract with Burgess & Niple, Inc. to provide design services for the replacement and rehabilitation of water and wastewater mains at 27 locations. The existing water and wastewater mains are being replaced or upgraded based on their condition and capacity. The installation of the proposed segments will improve the capacity of the water and wastewater system and reduce maintenance costs.
This action will authorize Supplemental Agreement No. 1 to the professional services contract with Burgess & Niple, Inc. to provide additional engineering services necessary for the design of approximately 28,137 feet of water and wastewater mains and an in-line storage basin facility at the Lawson Lift Station. Additional services are necessary to complete improvements to the Lawson Lift Station to handle peak wet weather flows; prepare design modifications to accommodate recent storm drainage improvements at Royal Lane; complete pipeline replacements identified after award of the design contract, including at White Rock Creek and U.S. Highway 75 and an emergency pipeline replacement project south of Northwest Highway (Loop-12); modify design plans at various locations to meet sizing requirements per master planning recommendations; and for survey and design work to update designs to address subdivision improvements at Urban Commons, including rerouting of mains.
The additional services will ensure that design modifications can be made to reflect changed conditions since the original authorization and completion of designs. The proposed improvements will replace, and upgrade water and wastewater mains built between 1930 and 1987 that have reached the end of their useful life or need to be upgraded to provide adequate capacity for current and future conditions.
