BACKGROUND

 

The Department of Aviation intends to update the Airport Layout Plan (ALP) Update that has not been revised since 2019 at Dallas Executive Airport.  The ALP Update serves as a critical planning tool that depicts both existing facilities and any planned development for the airport.  The ALP Update will capture all airspace, geometry, and infrastructure changes and will include an extensive narrative and comprehensive drainage study.  This update is necessary for all future planning at Dallas Executive Airport.

 

The Bipartisan Infrastructure Law (BIL) provides $15 billion in airport infrastructure funding nationally. The money can be invested in runways, taxiways, safety, and sustainability projects, as well as terminal, airport-transition connections, and roadway projects.

 

The Department of Aviation’s Dallas Executive Airport is a general aviation airport and must request BIL financial assistance through TxDOT. 

 

TxDOT, as the City’s agent, has secured BIL funding for the ALP Update Project.  This item will authorize the City Manager to execute the agreement with TxDOT for disbursement of funds.

 

The initial project costs were estimated at $950,000.00 of which the City would have been responsible to match 10 percent of the costs ($95,000.00), however the estimated costs have been reduced to $803,157 and the City’s match share has been reduced to 5 percent ($40,158.00).

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On October 8, 2024, City Council authorized the City Manager to designate the Texas Department of Transportation as agent for the City of Dallas, approved as to form by the City Attorney, for the purposes of applying, receiving and disbursing all Bipartisan lnfrastructure Law Funds and the administration of contracts necessary for implementation of the ALP Update and drainage study narrative at the Dallas Executive Airport, in an amount not to exceed $95,000.00; and the Chief Financial Officer was authorized to disburse funds in the amount of $95,000.00 to the Texas Department of Transportation in accordance with the terms and conditions of the contract from the Aviation Fund by Resolution No. 24-1485.
