Body
BACKGROUND
The Traffic Corridor Studies - Group 1 Project will evaluate traffic safety, traffic operations, and pedestrian accessibility along the following corridors:
• Haskell Avenue/Peak Street two-way conversion (Haskell Avenue from Blackburn Street to Stonewall Street, Stonewall Street from Haskell Avenue to Peak Street, Peak Street from Stonewall Street to Lemmon Avenue, and Lemmon Avenue from Peak Street to Haskell Avenue);
• Webb Chapel Road and Lombardy Lane (Webb Chapel Road from Shorecrest Drive to Lombardy Lane and Lombardy Lane from Webb Chapel Road to Harry Hines Boulevard); and
• Jupiter Road from Garland Road to Interstate Highway 635.
These corridors are on the Vision Zero High Injury Network (HIN). The HIN identifies the city streets that account for a disproportionate number of fatal and severe crashes. To have the greatest impact on reaching the City’s Vision Zero goal of eliminating traffic fatalities and reducing severe injuries, these streets should be prioritized in Vision Zero efforts. The first action item in the Vision Zero Action Plan is to conduct engineering safety evaluations for streets on the HIN to identify improvements that will address the severe crashes. These projects are a crucial step to advancing the City’s Vision Zero goal.
On December 30, 2020, the City of Dallas issued a Request for Qualifications CIZ 1959 for architectural and engineering consulting services and subsequent Request for Proposals to shortlisted firms for Traffic Corridor Studies - Group 1, Group 2, and Group 3. The City received four proposals for the Traffic Corridor Studies - Group 1 Project from interested firms.
Kimley-Horn and Associates, Inc. was selected by the review committee as the most highly qualified proposer to provide professional services for the Traffic Corridor Studies - Group 1 Project.
This action will authorize a professional engineering services contract with Kimley-Horn and Associates, Inc. to provide three traffic corridor studies at the locations listed above.
Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.
