Authorize Supplemental Agreement No. 3 to exercise the second of two, one-year renewal options to the service contract with AT&T Corp. for FirstNet services to provide public safety wireless devices and mobile services for the Department of Information and Technology Services through the Department of Information Resources cooperative agreement - Not to exceed $4,114,878.83 - Financing: General Fund ($2,173,426.64), Data Services Fund ($406,873.43), 9-1-1 System Operations Fund ($225,735.84), Sanitation Operation Fund ($640,902.33), Dallas Water Utilities Fund ($389,005.87), and Communication Services Fund ($278,934.72)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued FirstNet services to provide public safety wireless devices and mobile services for the Department of Information and Technology Services. This supplemental agreement will continue to provide mobile data connectivity, hardware, and software for Public Safety and all infrastructure departments. These components allow the City’s public safety departments and first responders to utilize their mobility devices and applications during day-to-day activities and catastrophic emergencies across the metroplex without fighting the utilization of resources with the public.
Additional departments have access to FirstNet Extended Primary services as well as other support services such as disaster recovery teams, infrastructure, and utilities. This infrastructure facilitates the management of critical public safety information which includes immediate broadcast of emergency information for officers in distress, data transmission between emergency vehicles ensuring optimal response time, and other critical functions. The use of this infrastructure is critical to first responders in assisting with handling vital information that links police officers, firefighters, and paramedics to serve and support the residents of Dallas.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 13, 2019, City Council authorized a two-year service price agreement, with two one-year renewal options, for FirstNet services to provide public safety wireless devices and mobile services for the Department of Communication & Information Services with AT&T Corp through the Department of Information Resources cooperative agreement by Resolution No. 19-0269.
On August 11, 2021, City Council authorized Supplemental Agreement No. 2 to exercise the first of two one-year renewal options to the service price agreement with AT&T Corp. for FirstNet services to provide public safety wireless devices and mobile services for the Department of Information and Technology Services through the Department of Information Resources cooperative agreement by Resolution No. 21-1265.
