Title
Authorize the (1) acceptance of a grant from TenYour Inc. for the TenYour Financial Empowerment program in the amount of $20,000.00 to support financial empowerment community engagement through the administration of a financial stability survey for the period April 22, 2026 through March 31, 2027; (2) receipt and deposit of funds in an amount not to exceed $20,000.00 in the TenYour Financial Empowerment Grant Fund; (3) establishment of appropriations in an amount not to exceed $20,000.00 in the TenYour Financial Empowerment Grant Fund; and (4) execution of the grant agreement with TenYour Inc. and all terms, conditions, and documents required by the agreement - Not to exceed $20,000.00 - Financing: TenYour Financial Empowerment Grant Fund

BACKGROUND
On December 10, 2025, the City Council adopted the policy framework for the Drivers of Opportunity. This policy framework expands and reframes the work initiated in 2018 through the Mayor’s Task Force on Poverty, which identified nine Drivers of Poverty through the Economic Opportunity Assessment to help create sustainable long-term City programs designed to address poverty. Specifically, this work resides under the “Gainful Employment” Driver of Opportunity under the domain “Financial Security” by Resolution No. 25-1836.
TenYour Inc. is a financial technology company focused on strengthening financial resilience for low- and moderate-income households. The City of Dallas has been invited to participate as one of six cities in a pilot initiative designed to collect resident-level data to inform financial empowerment emergency preparedness and programmatic strategies. Participation in this pilot aligns with the City’s ongoing efforts to strengthen resident financial stability, improve service delivery, community engagement, and advance data-informed program design.
PROJECT OBJECTIVE
The primary objective of this pilot program is to distribute and analyze a short financial stability survey among participants in Dallas’ Financial Empowerment programs. The survey focuses on financial resilience indicators.
Core areas of inquiry include:
• Employment stability and history of job disruption
• Duration and financial impact of past unemployment
• Emergency savings levels and savings behavior
• Use of high-cost financial tools during income gaps
• Perceived preparedness for future job loss
The survey is intended to capture localized data on income disruption due to employment volatility, assess household emergency savings and inform Dallas’ financial empowerment policy, and support interventions.
This collaboration is a data-informed initiative. The survey provides Dallas with actionable insights into the lived financial realities of working residents navigating job instability, while laying the groundwork for evidence-based policy, programming, and future partnerships.
The time period for which this survey would be conducted would be upon council authorization date through March 31, 2027.
