Body

BACKGROUND

Dallas Water Utilities (DWU) provides water to approximately 2.6 million customers in the city of Dallas and neighboring communities. DWU operates three potable water treatment plants: Bachman, Elm Fork, and East Side. The combined treatment capacity of these facilities is nearly 900 million gallons per day.

On September 14, 2022, a construction services contract was awarded to Archer Western Construction, LLC for major maintenance and rehabilitation improvements at Dallas Water Utilities Water Treatment Plants. The project will update existing equipment and address infrastructure needs at the three water treatment plants. At the Bachman Water Treatment Plant improvements include the removal of two existing chemical storage tanks and the installation of two new 5,000-gallon fiberglass storage tanks, repair of the chemical containment area, expansion of emergency eyewash and shower tepid water system, and the replacement of 28 programmable logic controllers. At the East Side Water Treatment Plant improvements include the installation of a new elevated water storage tank, chemical storage area and pump room improvements, replacement of existing lime slurry piping, and other various items. At the Elm Fork Water Treatment Plant improvements include the replacement of primary sedimentation basin clarifier mechanism blades and squeegees, replacement of the emergency ammonia scrubber, and other various items.

This action will authorize Change Order No.1 to the construction services contract with Archer Western Construction, LLC for additional work associated with major maintenance and rehabilitation improvements at Dallas Water Utilities Water Treatment Plants. During construction, additional work not within the original contract has been required to complete the proposed maintenance and rehabilitation work.

The additional work includes the rehabilitation of two filters by replacing the underdrain system and filter media with granular activated carbon at the Bachman Water Treatment Plant, the installation of Fiberglass Reinforcement Plastic Tanks at the Elm Fork Water Treatment Plant, and the upgrade from the polyvinyl chloride pipe to stainless steel pipe for the Lime system along with the replacement of the existing concrete trench covers at the East Side Water Treatment Plant. The change order also includes emergency repairs of existing infrastructure, including the repair of twin 18-inch diameter high-density polyethylene residuals lines and screen walls for the Elm Fork Water Treatment Plant intake structure.

Completion of the additional work ensures that each water treatment plant is able to produce safe, reliable drinking water for DWU customers. Without this additional work, water production reliability would be impacted and DWU customers would be adversely affected.
