Authorize an increase to the construction services contract with Tiseo Paving Company for additional costs to secure and maintain the site during work suspension, demobilization, remobilization, and the additional work units necessary to complete the project for Dolphin Road from Spring Avenue to North of Haskell Avenue/Military Parkway - Not to exceed $1,208,927.02, from $7,173,814.75 to $8,382,741.77 - Financing: 2024B Certificates of Obligation Fund

BACKGROUND
On October 13, 2020, the City Council authorized a construction services contract with Tiseo Paving Company for the street reconstruction of Dolphin Road, from Spring Avenue to North of Haskell Avenue/Military Parkway by Resolution No. 20-1521.
During construction it became apparent that the schedule for clearing Right-of-Way (ROW) was not compatible with continued construction activity. As a result, work was suspended in the best interest of the City while continuing to clear ROW.
Additional costs were incurred to secure the site for the duration of the work suspension and for contractor demobilization. ROW is now clear, and it is necessary to provide additional compensation to the contractor for remobilization and additional work units to complete the project.
This item includes an extension of contract time, and an increase to the contract costs, including the cost to securing the project site during work stoppage, demobilization, remobilization, and additional work units necessary to complete the work.
This action will authorize Change Order No. 4 in the construction services contract with Tiseo Paving Company, for Dolphin Road from Spring Avenue to north of Haskell Avenue/Military Parkway for additional costs to secure and maintain the site during work suspension, demobilization, remobilization, and the additional work units necessary to complete the project, in an amount not to exceed $1,208,927.02.

On October 13, 2020, the City Council authorized a construction services contract with Tiseo Paving Company for the street reconstruction of Dolphin Road from Spring Avenue to North of Haskell Avenue/Military Parkway by Resolution No.20-1521.
On December 14, 2022, the City Council authorized an increase in the construction services contract with Tiseo Paving Company (Change Order No. 1) for additional work on Dolphin Road from Spring Avenue to North of Haskell Avenue/Military Parkway by Resolution No. 22-1765.
On April 12, 2023, the City Council authorized (1) an increase in the construction services contract with Tiseo Paving Company (Change Order No. 2) for additional work on the Dolphin Road from Spring Avenue to North of Haskell Avenue/Military Parkway; and (2) extending the contract term a total of 180 calendar days by Resolution No. 23-0455.
