Authorize a (1) five-year concession contract in the estimated amount of $210,000 for the period June 24, 2026 through June 23, 2031, with one, three-year renewal option in the estimated amount of $138,000, for tennis center pro/manager operational management at Fretz Tennis Center for the Park & Recreation Department in the total estimated amount of $348,000; (2) five-year concession contract in the estimated amount of $185,000 for the period June 24, 2026 through June 23, 2031, with one, three-year renewal option in the estimated amount of $123,000 tennis center pro/manager operational management at Samuell Grand Tennis Center for the Park & Recreation Department in the total estimated amount of $308,000; (3) five-year concession contract in the estimated amount of $150,000 for the period June 24, 2026 through June 23, 2031, with one, three-year renewal option in the estimated amount of $102,000 tennis center pro/manager operational management at L.B. Houston Tennis Center for the Park & Recreation Department in the total estimated amount of $252,000; and (4) five-year concession contract in the estimated amount of $70,000 for the period June 24, 2026 through June 23, 2031, with one, three-year renewal option in the estimated amount of $54,000 tennis center pro/manager operational management at Kiest Tennis Center for the Park & Recreation Department in the total estimated amount of $124,000 - Impact Activities, most advantageous proposer of five - Total Estimated Net Revenue: $1,032,000 - General Fund ($465,000) and Golf Improvement Trust Fund ($567,000)

BACKGROUND
These concession contracts will provide for tennis center pro/manager operational management for the Park & Recreation Department (PKR). These services will be provided for Fretz Tennis Center, Kiest Tennis Center, L.B. Houston Tennis Center, and Samuell Grand Tennis Center. For the past 45 years, PKR has utilized public and private partnerships to manage and operate the City’s tennis centers which operate 364 days per year. The pro shop operations at each tennis center will be managed by a certified tennis professional through this contract. The tennis professional will be responsible for the management, operation, staff, programs and marketing of each facility. Activities conducted by the tennis professional will include tournaments, leagues, lessons, merchandising and concessions. PKR staff will maintain the grounds.
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Budget and Management Services (1)
• Office of Emergency Management and Crisis Response (1)
• Park & Recreation Department (1)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated revenue to the City and capital/maintenance improvements.
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Capability, expertise and experience 30 points
• Overall approach 30 points
• Revenue to the City and Capital/Maintenance Improvements 30 points
• Equity 10 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2021, the Park and Recreation Board authorized tennis center pro/manager operational management for the Park & Recreation Department with Impact Activities.
On February 24, 2021, the City Council authorized a two-year concession service contract, with one three-year renewal option, for tennis center pro/manager management with Impact Activities by Resolution No. 21- 0425.
On March 26, 2026, Park and Recreation Board deferred consideration of the item to April 16, 2026.
On April 16, 2026, the Park and Recreation Board divided the question to consider Kiest Tennis Center separately from Fretz, L. B. Houston and Samuell Grand Tennis Centers. The Park and Recreation Board authorized tennis center pro/manager operational management for the Park & Recreation Department with Impact Activities for Fretz, L. B. Houston and Samuell Grand Tennis Centers. The Park and Recreation Board deferred consideration of the item for Kiest Tennis Center to May 7, 2026.
On May 7, 2026, the Park and Recreation Board authorized tennis center pro/manager operation management for the Park & Recreation Department with Impact Activities for Kiest Tennis Center.
