Body
BACKGROUND
This item will authorize the application for, acceptance, and execution of three grants from the Texas Veterans Commission (TVC) - the Veteran Treatment Court Program (Grant No. VTC27-V-004) in the amount of $53,000.00 for continuation of the South Oak Cliff Veterans Treatment Court Program, the General Assistance Program (Grant No. GEN27-F-011) in the amount of $150,000.00 to further support veterans and their families, and the Housing for Texas Heroes Program (Grant No. HTX27-H-004) in the amount of $70,000.00 to support low income veterans and surviving spouses with necessary home modifications, repair, and weatherization. The Commission awarded the City three grants with the project period from September 1, 2026 through August 31, 2027.
The South Oak Cliff Veterans Treatment Court seeks to identify veterans with a substance use disorder and/or a co-occurring mental health disorder who have at least one unadjudicated City of Dallas citation. Eligible veterans who agree to participate in the veteran’s court program will be assessed, assigned a case manager, and referred to services such as alcohol/drug treatment, recovery support services, and general support services. Upon successful completion of the program, their citations are dismissed.
The TVC grant funds are made available during the 2026-27 fiscal year and during the 2025-26 fiscal year and enable the city to offer direct services, including housing, utility, and transportation assistance to veterans participating in the treatment court. However, the TVC General Assistance Program grant allows services to eligible veterans even if they do not have a municipal citation. Additionally, the Housing for Texas Heroes will further support eligible low-income veterans and surviving spouses with home modification, weatherization and repairs. Therefore, expanding the services provided by the South Oak Cliff Veterans Treatment Court and the number of eligible veterans and military families the City can serve.
TVC has awarded the City $53,000.00 in support of the South Oak Cliff Veterans’ Treatment Court Program; $150,000.00 in support of a General Assistance Program and $70,000.00 in support of the Housing for Texas Heroes Program.
