Authorize Supplemental Agreement No. 1 to the professional services contract with Stream Water Group, Inc. to provide additional engineering services associated with the replacement and rehabilitation of water and wastewater mains at 17 locations - Not to exceed $502,037.50, from $1,349,635.00 to $1,851,672.50 - Financing: Wastewater Capital Improvement F Fund ($232,105.21) and Water (Drinking Water) - TWDB 2022 Fund ($269,932.29)

BACKGROUND
On August 25, 2021, the City Council authorized a professional services contract with six consulting firms, including Stream Water Group, Inc. to provide engineering services for the replacement and rehabilitation of water and wastewater mains. During the design of water and wastewater main replacements it was determined that additional mains required replacement due to condition or capacity needs. Several water and wastewater mains in the areas covered by Stream Water’s contract were not originally included for replacement but have experienced failures resulting in overflows and service interruptions. Other adjacent mains were also identified to be on the brink of failure. In response, Dallas Water Utilities Department asked Stream Water to provide a proposal for design services to replace these problematic water and wastewater mains.
This action will authorize Supplemental Agreement No. 1 to the professional services contract with Stream Water Group, Inc. to replace and rehabilitate approximately 15,869 feet of additional water and wastewater mains. This includes approximately 8,755 feet of 8-inch to 12-inch diameter water mains and 7,114 feet of 8-inch to 18-inch diameter wastewater mains. The proposed improvements will reduce recurring overflows, reduce inflow and infiltration into the wastewater system, reduce maintenance costs, and minimize service interruptions. The replacement and rehabilitation of the proposed mains will also improve the capacity of the water and wastewater systems.
