Body
BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for goods for a specific term, which are ordered on an as-needed basis according to annual budgetary appropriations.
This agreement will provide for concealable and entry vests, alterations, and accessories for the Dallas Police Department. The primary purpose of these vests is to ensure officer safety by using protective equipment that absorbs impact and reduces or stops penetration from firearm-fired projectiles and sharp objects.
Concealable vests are the standard body armor issued to all officers in the department. They primarily protect the torso area (chest and back) and are worn under the uniform, allowing the officer to remain protected while maintaining a professional appearance. Tactical entry vests are worn outside the uniform and typically used by officers in Special Weapons and Tactics (SWAT) and Narcotics units where higher caliber weaponry maybe involved. These vests also allow for additional protective coverage in extreme, high-risk situations.
Utilizing the BuyBoard cooperative purchasing program allows the City to leverage competitively bid contracts that meet state and local procurement requirements, ensuring best value pricing without the need to conduct a separate formal solicitation.
The BuyBoard cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
