Authorize the purchase of two portable pumps with Holland Pump Company dba BPR Operating, LLC, for the Department of Sanitation Services through the Houston-Galveston Area Council cooperative agreement - Not to exceed $169,128.09 - Financing: Sanitation Capital Improvement Fund (subject to annual appropriations)

BACKGROUND
This purchase will provide two six-inch portable Gorma-Rupp pumps for dewatering operations within the Department of Sanitation Services. These new pumps will replace existing units which are no longer serviceable. This acquisition continues the ongoing replacement of similar pumps that began in 2018. Additionally, an inventory of compatible replacement parts is maintained at the McCommas Bluff Landfill to support ongoing repair and maintenance.
The cooperative procurement mechanism reduces downtime and operational delays.
The Houston-Galveston Area Council is authorized by Chapter 2054 of the Texas Government Code and Section 2054.0565 gives explicit authority for a political subdivision of the State to use a DIR contract. Subchapter F, Chapter 271 of Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

On May 27, 2015, the City Council authorized a three-year service contract for pump overhaul and repair services Citywide in an amount not to exceed $326,925.00, by Resolution No. 15-0928.
