Authorize Supplemental Agreement No. 2 to increase the professional services contract with Freese and Nichols, Inc. to provide engineering design for the detailed design, design development, construction documents, bidding and negotiation, and construction administration for the White Rock Lake Dredging Project, located at White Rock Lake, in an amount not to exceed $347,500.00, increasing the contract amount from $1,024,950.00 to $1,372,450.00 - Not to exceed $347,500.00 - Financing: USACE White Rock Lake El Design Assistance Grant Fund ($231,666.67), and Park and Recreation Facilities (B) Fund ($115,833.33)

BACKGROUND
This action will authorize Supplemental Agreement No. 2 to the professional services contract with Freese and Nichols, Inc. to provide detailed engineering services for the White Rock Lake Dredging project, which includes (1) Lake filling Analysis to be performed to estimate the anticipated drawdown of the water elevation in the lake and anticipated time to replenish the lake to normal pool level. (2) Identifying critical areas for immediate attention with flexibility to adapt to future funding and environmental conditions for a recurring dredge program for every 5 to 7 years. (3) Capacity analysis of dewatering sites (4) Upstream Sediment management to reduce the sediments accumulation in the lake (5) Provide innovative technologies for the future dredge programs (6) Environmental services associated with the project as a part of the federal funding for the project.
White Rock Lake has a surface area of approximately 995 acres when the lake is filled to an elevation of 457.9 feet, and storage of 10,230 acre-feet. Due to accumulated sediment within White Rock Lake, it is necessary to regularly dredge the Lake, historically on a 20-25-year frequency, to remove the accumulated sediment and restore the eight-foot lake depth required for recreational uses. Since its original construction in 1911, White Rock Lake has been dredged four times: 1937, 1956, 1974, and 1998.
In 2013, a Comprehensive Dredge Management Plan addressed 100 lakes, sumps, detention/retention basins, and drinking water reservoirs throughout the City of Dallas. The plan identified White Rock Lake as a Medium Priority site.
In September 2020, the Dallas Water Utilities Department hired Freese and Nichols, Inc. to perform a dredging feasibility study that evaluated alternative dredging scenarios and
identified areas for dredging.
On July 21, 2022, the Assistant City Manager approved a request by the Park & Recreation Department to use the Special Needs/Justification Consultant Selection Process in accordance with City of Dallas Administrative Directive 4-05, deeming Freese and Nichols, Inc. the most qualified for the proposed contract.
Under this proposed contract, Freese and Nichols Inc. will build upon the 2020 feasibility study report and develop preliminary engineering design documents (approximately 30 percent Construction Documents), a level necessary for regulatory review. Freese and Nichols, Inc., will add to the bathymetric survey, geotechnical and environmental evaluations that were started in the feasibility study. Freese and Nichols, Inc. will identify and analyze disposal and dewatering sites as well as perform public outreach for the project. After analysis of existing conditions are performed and a set of design drawings have been reviewed by regulatory agencies, community groups and individuals, Freese and Nichols, Inc. will make recommendations to the Park & Recreation Department about the next set of procedures to complete the project.

In September 2020, the City of Dallas hired Freese and Nichols, Inc. to perform a dredging feasibility study for White Rock Lake.
On July 21, 2022, the Assistant City Manager approved a request by Park and Recreation Department to use the Special Needs/Justification Consultant Selection Process in accordance with City of Dallas Administrative Directive 4-05, deeming Freese and Nichols, Inc. the most qualified for the proposed contract.
In August 2022, the Park & Recreation Department sent a request for proposal to Freese and Nichols, Inc.
On December 14, 2022, the City Council authorized a professional services contract with Freese and Nichols, Inc., for preliminary design, for the White Rock Lake Dredging Project by Resolution. No. 22-1800.
On August 13, 2025, the City Council authorized an agreement with U. S. Army Corps of Engineers to provide an engineering design services for the White Rock Lake Dredging project located at White Rock Lake, by Resolution No. 25-1208.
On January 22, 2026, the Park and Recreation Board approved Supplemental Agreement No. 2 to increase the professional services contract with Freese and Nichols, Inc. to provide engineering design for the detailed design, design development, construction documents, bidding and negotiation, and construction administration for the White Rock Lake Dredging Project, located at White Rock Lake.
