BACKGROUND

The City of Richardson (Richardson) is located within Dallas Water Utilities' (DWU) service area and currently purchases wholesale treated water from the City of Dallas (Dallas) since 1958. Richardson and Dallas entered into a Wholesale Wastewater transmission and treatment service Agreement on August 20, 2007 through September 30, 2044 since previous contract had expired.
This action will authorize an Interlocal Agreement with Richardson, which will allow replacement of the existing 8-inch water and 8-inch wastewater mains as part of the Richardson's street reconstruction project on St. Paul Drive from southbound US 75 Frontage Road to Spring Valley Road within the Richardson's corporate limits. Richardson will submit preliminary and final construction plans for the construction of the project, including plans for the horizontal and vertical alignment of the pipeline and construction details for the pipeline and necessary appurtenances, to Dallas for its review and approval prior to construction.
