BACKGROUND

On June 26, 2019, the City Council authorized a professional services contract with Halff Associates, Inc. to analyze the viability of the Vinemont Channel Drainage Diversion Project and to provide necessary engineering services required for developing construction improvement plans. During the evaluation phase, it was determined that a standalone Vinemont Diversion would provide no meaningful flood reduction as the flooding is caused by Dixon Branch overflow. Dallas Water Utilities (DWU) staff then evaluated different options to best utilize the remaining funds for the Vinemont project. After several meetings with the neighborhood association and council office, DWU recommended to update the engineering scope of services and reallocate funds to advance the larger Dixon Branch Drainage Relief Project and evaluate drainage improvements for the 8600-8800 blocks of Eustis Avenue to provide flood reduction benefits.
