BACKGROUND

The North Central Texas Council of Governments receives grant funding from the Texas Commission on Environmental Quality to administer the Solid Waste Implementation Grant Program in the 16-county North Central Texas region. These funds are generated by landfill tipping fees to the 24 councils of governments located in the state of Texas.

The Department of Sanitation Services seeks $175,800.00 in grant funds for a technical evaluation of the feasibility and benefits of locating a regionally accessible composting facility at McCommas Bluff Landfill, in furtherance of Dallas's Comprehensive Environmental and Climate Action Plan and Local Solid Waste Management Plan organic waste diversion goals. The proposed technical evaluation and feasibility study would compare the suitability of a currently permitted compost site at McCommas Bluff with alternative sites within the landfill's footprint. The evaluation and study would also include engagement activities to assess stakeholder feedback associated with each recommendation proposed.


PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

On September 23, 2020, the City Council authorized the acceptance and execution of a Solid Waste Implementation Grant from the North Central Texas Council of Governments by Resolution No. 20-1461.
