Authorize the nomination of a candidate(s) for election to the Board of Directors of Dallas Central Appraisal District, in accordance with Senate Bill 2 (signed into law on July 24, 2023) - Financing: No Cost Consideration to the City

BACKGROUND
In August 2024, the City Secretary's Office received correspondence from the Dallas Central Appraisal District regarding the new election process for the Dallas Central Appraisal District Board of Directors Election, as a result of Senate Bill 2 (signed into law on July 24, 2023).
Effective January 1, 2025, board of directors will be elected according to Tax Code Section 6.03, or the "Levy Method". The voting entitlement calculations for the 2024 Central Appraisal District in Texas, using the Levy Method, are based on the total dollar amount of property taxes imposed by each taxing unit in the district for the preceding tax year1. This method ensures that the voting power of each taxing unit is proportional to the amount of property taxes they contribute.
In addition, board of directors appointed by the taxing units serve staggered four-year terms beginning on January 1st of every other even-numbered year. To provide for the transition for the staggered terms, two (2) directors must be appointed to serve a term of one-year, and three (3) directors shall be appointed to serve a term of three years. Thereafter, all appointed directors serve four-year terms. Following the election, the Chief Appraiser, in conjunction with the elected directors, will draw lots to determine which two (2) directors serve a term of one-year.
