BACKGROUND

On September 27, 2023, the City Council authorized a construction services contract with Estrada Concrete Company, LLC for the construction of Joppa Infrastructure Improvements by Resolution No. 23-1326.

Construction of the Joppa Infrastructure Improvements began in April 2024 and is 52% complete.

During design, the proposed storm drainage for Hull Avenue was coordinated and designed to be placed in an easement within Habitat for Humanity's (Habitat) planned development located on Hull Avenue. However, during construction, it was discovered that Habitat is no longer moving forward with their development as planned and the easement is no longer available. Consequently, it is necessary to modify the proposed storm drainage for Hull Avenue accordingly.

This action will authorize Change Order No. 2 in the construction services contract with Estrada Concrete Company, LLC for the additional storm drainage improvements needed on Hull Avenue from 300 feet South of Linfield Road to Burma Road for the Joppa Infrastructure Improvements, in an amount not to exceed $498,025.00, from $5,722,935.00 to $6,220,960.00.
