Staff Recommendation
That the request for a Certificate of Appropriateness to install an art sculpture near the intersection of Spring Avenue and Turtle Creek Boulevard be approved in accordance with drawings and specifications dated 7/27/2026 with the following condition(s): that a non-toxic, UV-resistant clearcoat be applied to the sculpture surface to preserve its color, protect against weathering, and prevent degradation over time. Implementation of the recommended conditions would allow the proposed work to meet the standards in City Code Section 51A-4.501(d)(5)(A) for contributing structures; and the Secretary of the Interior’s Guidelines for Setting (District/Neighborhood).
Task Force Recommendation
That the Certificate of Appropriateness to install an art sculpture near the intersection of Spring Avenue and Turtle Creek Boulevard be approved with the following conditions/comments:
1. Highlight and label the location of sculpture on site plan to ensure Landmark Commission understands where the piece will be placed.
2. Select flowers which are native to Texas and included in Reverchon’s botany albums.
3. Use both common and technical names of plants/flowers in collateral material.
4. Select colors for flowers which are colorfast and will not fade in the sun.
5. Provide anti-climb and vandalism protection to piece.
