BACKGROUND
The City of Dallas maintains a large portfolio of facilities and has identified the need to perform a comprehensive Facilities Condition Assessment (FCA) of approximately 373 City-owned facilities. The purpose of the assessment is to collect and document facility condition data to assess the short-term and long-term capital reinvestment needs necessary to maintain these facilities as safe, functional, reliable, and energy-efficient public assets.
Following execution of the agreement, the consultant will perform a pilot Facilities Condition Assessment at a City-selected facility to validate the format, quality, and content of the required deliverables. Upon approval by the City Project Manager, the consultant will proceed with the remaining facility assessments.
The assessment will establish a comprehensive inventory of facility conditions and provide the City with data-driven capital improvement priorities to support long-term budgeting, maintenance planning, and strategic asset management.
The consultant shall provide:
Building-Level FCA Reports (PDF format)
Deficiency logs with photographs, risk scores, and repair cost estimates supported by RSMeans or an equivalent cost estimating methodology.
