Authorize a three-year service price agreement for scrap tire removal from the Trinity River and removal of trash and debris from creeks, channels, vacant lots, and Lake Ray Hubbard for the Dallas Water Utilities Department - Good Earth Corporation, only bidder - Estimated amount of $13,250,000.00 - Financing: Dallas Water Utilities Fund ($12,000,000.00) and Stormwater Drainage Management Fund ($1,250,000.00) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for scrap tire removal from the Trinity River and removal of trash and debris from creeks, channels, vacant lots, and Lake Ray Hubbard for the Dallas Water Utilities Department. Lake Ray Hubbard serves as one of Dallas' primary drinking water sources. This agreement will support citywide initiatives to improve water quality by removing litter and tires that have been illegally dumped in the Trinity River and in, or around, Lake Ray Hubbard. The removal of the trash and debris is consistent with the Texas Commission on Environmental Quality (TCEQ) Surface Water Quality Standards. The agreement will also provide for transporting and disposing of tires in accordance with TCEQ guidelines.
