BACKGROUND

On June 10, 2026, during a Special Called Council Meeting, the City Council received an additional briefing on Public Safety needs. That briefing highlighted several projects requiring funding prior to the next regularly scheduled bond program, including: the Law Enforcement Training Complex, the Public Safety Training Complex, the 911 and Emergency Operations Center, the Dallas Police Department Property Room and Evidentiary Vehicle Storage, and the replacement of Fire Station No. 4 at 816 South Akard, for a combined public safety capital need of $441,000,000.00. During the same June 10 briefing, the City Council was also briefed on the need for a pension obligation bond program in the amount of $500,000,000.00 for the Dallas Police and Fire Pension System.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

The City Council was briefed on the funding shortfall of the Law Enforcement Training Facility at the University of Texas at Dallas and the projected cost of the Public Safety Training Complex currently proposed for the Dallas Executive Airport on April 15, 2026.

The Ad Hoc Committee on Pensions and the Finance Committee was briefed on the opportunity for Pension Obligation Bonds for the Dallas Police and Fire Pension System as part of a joint committee meeting on May 21, 2026.
