BACKGROUND
To better support a reduction in illegally dumped scrap tires, the Department of Code Compliance is proposing to amend Chapter 18 Article V, "Tires," of the Dallas City Code. The current ordinance was adopted in 2004 and regulates mobile tire repair units, tire business licensing, and tire transporters. The purpose of the ordinance is to partner with owners to protect the environment, to prevent fires, and reduce illegal dumping.
The proposed amendments will add definitions for manifest, scrap tire generator and scrap tire transporter. Enhanced ability to reach owners by requiring residential mailing and email address be provided on applications. Tire shop owners will identify scrap tires with their unique registration number. Vehicles used to transport scrap tires will be easily identified by permanently affixed decals on both sides of the vehicle.
Upon approval, marketing and outreach efforts to notify tire shop owners of the changes will begin to ensure voluntary compliance. The goal of the amendments is to reduce illegal dumping of scrap tires by unregistered transporters and strengthen the partnership with tire shop owners through continuing education.
