BACKGROUND

Dallas Water Utilities Department is currently constructing Phase 1 of the new Filter Complex facility at the Elm Fork Water Treatment Plant (EFWTP). The project improvements in Phase 1 include construction of the Filter Complex building and architectural elements, filter and partial gallery piping, slide gates, heating , ventilation, and air conditioning and plumbing, lighting, settled water collection channel, applied water piping, and the north backwash meter vault. Phase 1 improvements will also include grading to manage storm water flow, temporary paving of access roads around the proposed facilities and adding electrical infrastructure to support the new facilities. Phase 1 of the filter complex improvements is anticipated to be complete in Fall of 2027.

On May 22, 2024, the City Council authorized a contract with Alliance Geotechnical Group, Inc. to provide construction materials testing services required for the installation of capital improvement projects at EFWTP. An estimated amount of testing services was included in the original contract. Due to the construction complexity and scope of the construction, additional material testing services are needed to finish out the construction.
