Title
Authorize (1) the application for and acceptance of a grant from the Motor Vehicle Crime Prevention Authority (MVCPA) for the FY27 Catalytic Converter Theft Prevention Grant (Grant No. 608-27-DPD0000C) in the amount of $1,128,369.00 to provide a specialized proactive automobile theft program for the period September 1, 2026 through August 31, 2027; (2) the establishment of appropriations in an amount not to exceed $1,128,369.00 in the MVCPA FY27 Catalytic Converter Theft Prevention Grant Fund; (3) the receipt and deposit of funds in an amount not to exceed $1,128,369.00 in the MVCPA FY27 Catalytic Converter Theft Prevention Grant Fund; (4) a local cash match in the amount of $227,026.00; and (5) execution of the grant agreement with the MVCPA and all terms, conditions, and documents required by the agreement - Total not to exceed $1,355,395.00 - Financing: MVCPA FY27 Catalytic Converter Theft Prevention Grant Fund ($1,128,369.00) and General Fund ($227,026.00) (subject to appropriations)

BACKGROUND
The Dallas Police Department has been a MVCPA grantee for more than 20 years. The 88th legislative session enacted Senate Bill 224, which allows MVCPA recipients to apply for supplementary grants to combat vehicle theft offenses, notably catalytic converter thefts. On March 28, 2024, the MVCPA Board rewarded the City of Dallas $872,650.00 for overtime, personnel expenses, equipment, and training.
Approval of this item will allow the City to continue to fund a specialized, proactive investigative unit focused on the prevention of automobile theft. If accepted, this grant will fund one uniformed police officer, overtime, a new marked police vehicle, training and fleet expenses, and additional operational expenses. The required 20% cash ...
