Title
(1) An ordinance granting a revocable license to IKE Smart City, LLC, for the purpose of installing, operating and maintaining digital City Kiosks on public rights-of-way not open to vehicular traffic in connection with an interactive digital kiosk advertising concession contract - Estimated Net Revenue: General Fund $29,270,833.00, plus the $20.00 ordinance publication fee; and (2) authorize payment of the termination fee to Outfront Media, Inc., formerly known as CBS Outdoor Group, Inc. in an amount not to exceed $562,500.00 - Financing: General Fund (subject to appropriations)

BACKGROUND
On June 11, 2025, an interactive digital kiosk advertising concession contract was authorized with IKE Smart City, LLC. The ten-year with two-five year renewal options contract provides for a $2,000,000.00 upfront payment, and an estimated amount of the initial term of $29,270,833.00. The concessionaire will be responsible for manufacturing, installing and maintaining the kiosks during the term of the agreement. This item grants a revocable license in connection with the concession contract to allow IKE Smart City, LLC to install, operate and maintain City Kiosks on public rights-of-way not open to vehicular traffic. The use of this area will not impede pedestrian or vehicular traffic.
The licensee will indemnify the City and carry general liability insurance naming the City as an additional insured.
On August 24, 2005, the City Council authorized a Concession Agreement with CBS Outdoor Group, Inc., now known as Outfront Media, Inc., for the use, operation, management, and maintenance of advertising kiosks set to expire June 30, 2028.
