Authorize a five-year master agreement for the purchase of traffic barricades, warning lights, signs, and hardware for citywide use - CENTERLINE SUPPLY, INC. in the estimated amount of $887,331.43 and Jaydee Group USA Inc. in the estimated amount of $103,919.10, lowest responsible bidders of seven - Total estimated amount of $991,250.53 - Financing: General Fund ($76,821.92), Dallas Water Utilities Fund ($880,965.10), Stormwater Drainage Management Fund ($18,000.00), and Aviation Fund ($15,463.51)

BACKGROUND
This action does not authorize or encumber funding. The master agreement establishes pre-negotiated pricing for a specified period of time. Actual expenditure will occur only when products/goods are requested and are supported by available departmental appropriations. The estimated amount represents the maximum anticipated value based on all potential usage scenarios during the contract term and is provided for planning purposes only. Actual expenditures may vary significantly and will be driven by operational needs. For reference, the City's average annual expenditure for these services over the past five years has been approximately $244,300.00 per year.
This master agreement will provide for the purchase of traffic barricades, warning lights, signs, and hardware for citywide use. These items provide guidance to the general public for police emergency situations and street closures as well as traffic management due to construction/maintenance of streets. Additionally, properly placed traffic barricades provide protection to workers and equipment at work. Replacement of these traffic barricades is required due to damage, theft, aging, and regular wear and tear.
