BACKGROUND

The Request for Qualifications (CIZ24-PBW-3124) was issued on October 9, 2024, for Streets and Transportation Design Services for Special Projects; and the Request for Proposals was issued on April 11, 2025 for Irving Boulevard (Blvd.) State Highway 356 (SH356) Bridge over Elm Fork of Trinity River. Consor North America, Inc. dba Consor Engineers, was selected following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines.

The City is planning to rehabilitate the existing Irving Blvd. SH356 Bridge. The bridge is located over and near the Trinity View Soccer Fields and the Trinity Parkway Campion Trail. The project will involve removing and replacing current bridge deck, railings, lighting, and approaches. The work will also include rehabilitating existing beams and substructure as necessary, inspecting and repairing substructure and other bridge elements if required. The scope will also cover traffic control plan options and associated costs, engineering services during construction, environmental services, a construction schedule, and an engineer's estimate for construction.
