BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This Supplemental Agreement will provide for continued Family Medical Leave Act services for the Department of Human Resources. The Family and Medical Leave Act (FMLA) is a federal entitlement that provides eligible employees of covered employers the ability to take unpaid, job-protected leave for specified family and medical reasons. Covered employees are eligible and entitled to take FMLA leave under the governance of the Federal Act. This also provides for the continued managing and administering for both civilian employees and uniformed (Police and Fire) personnel. The administration services are compliant with all federal and state regulations as well as with the City's relevant policies and procedures.

On November 10, 2015, City Council authorized a living wage policy that requires contractors to pay their employees a "living wage" rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the living wage of $11.71.
