BACKGROUND

On September 27, 2023, the City Council authorized a construction services contract for the Bachman Dam and Spillway Improvement Project with Rebcon, LLC. The project included the rehabilitation of the Bachman dam and spillway to address regulatory flood capacity as well as structural and stability recommendations, replacement of the railroad bridge that spans the spillway, and trail improvements along the top of the dam. These improvements ensure dam safety and regulatory compliance, minimize flood risk, and allow residents to enjoy the lake for years to come.

During the course of construction, additional work outside the scope of the original contract has been required. An increase to the contract was authorized on October 22, 2025, to remove and replace unsuitable subgrade materials, clear vegetation downstream of the spillway, complete concrete placement and slope repairs, adjust the trail alignment on the northside of the dam to eliminate the need to remove trees, add rock riprap and articulated concrete blocks for slope protection, modify electrical work, remove debris from the face of the dam beyond the limits of the project, and make additional pipeline and pavement repairs in the area of construction.
