BACKGROUND

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as a guide rather than a cap on spending under the agreement, so that actual need combined with budget capacity will determine the amount spent under this agreement.

This agreement serves as an interim solution while Dallas Animal Services (DAS) completes the new solicitation for community spay/neuter services. Timeliness and compliance are critical, as any interruption in these services would directly affect residents' ability to meet City ordinance requirements and would hinder efforts to control the animal populations. Spay/neuter services play a vital role in preventing unplanned litters, managing pet populations, promoting responsible pet ownership, and reducing pressure on already overburdened shelters. This agreement supports DAS's mission to reduce the homeless pet population while helping residents remain in compliance with the City's Code.
