Authorize professional services contracts with four consulting firms to provide engineering services for flood management, erosion control and storm drainage improvements at 19 locations (list attached to Agenda Information Sheet) – CDM Smith, Inc., in an amount not to exceed $1,034,488.00, Freese and Nichols, Inc., in an amount not to exceed $1,068,618.00, Kimley-Horn and Associates, Inc., in an amount not to exceed $1,550,335.00, and Olsson, Inc., in an amount not to exceed $1,344,128.00 - Total not to exceed $4,997,569.00 - Financing: Flood Protection and Storm Drainage (C) Fund (2024 General Obligation Bond Fund) ($2,777,481.00), Storm Drainage Management Capital Construction Fund ($547,173.00), and Storm Drainage Management Certificate of Obligations Series 2024A Capital Fund ($1,672,915.00)

BACKGROUND
The City of Dallas has identified areas across the city requiring flood management, erosion control and storm drainage improvements to address flooding, channel erosion, and strengthen the infrastructure due to structural deterioration. These areas were identified to have inadequate infrastructure to limit flooding and erosion impacts and require engineering evaluations and design for infrastructure improvements. This action will authorize professional services contracts with CDM Smith, Inc., Freese and Nichols, Inc., Kimley-Horn and Associates, Inc., and Olsson, Inc., to provide engineering services for flood management, erosion control and storm drainage improvements at 19 locations.
