BACKGROUND

This action will authorize a professional services contract with Halff Associates, Inc. for the engineering evaluation and design of storm drainage improvements at three locations. Dallas Water Utilities has identified these areas in the City of Dallas impacted by stream flooding caused by an inadequate storm-drain system at Lange Circle. Engineering evaluations and design improvements will be completed under this contract to (1) replace existing bridges at Norris Street, Alderson Street, and Saratoga Circle; (2) construct a storm-sewer diversion along Williamson Branch from Lange Circle to the SoPac Trail; and (3) construct an intake structure to convey water from Lange Circle to the storm-sewer diversion. The proposed improvements will address flooding issues attributed to existing inadequate storm drain infrastructure in the Williamson Branch drainage basin.

The services provided for this contract include project management, topographic and boundary surveys, easement document preparation, subsurface utility exploration, geotechnical investigations, structural analysis, hydrologic and hydraulic analysis, and development of conceptual and final construction plans and specifications.

The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
