BACKGROUND

This agreement would provide the Dallas Police Department (DPD) with an unbiased and transparent review of the DPD's traffic data policies and procedures. Del Carmen Consulting, LLC (Consultant) will complete three quarterly reviews annually to analyze racial profiling data and prepare the annual racial profiling data report. These audits and statistical analysis are required under the Sandra Bland Act on Racial Profiling.

DPD is requesting Special Need/Justification for this award. The complexity of these audits and analysis previously placed a significant strain on the personnel and resources of the Planning Unit. The Consultant compiles racial profiling reports and audits for over one hundred other agencies across Texas. The Consultant provides these organizations with a letter certifying their compliance with the Sandra Bland Act. The founder of the group, Dr. Alex Del Carmen, drafted the legislation himself and is a nationally renowned criminologist and subject matter expert in racial profiling data analysis. Dr. Del Carmen provides an unbiased and transparent review of the DPD's traffic data policies and procedures. The DPD is requesting approval of this contract pursuant to Administrative Directive 4-05, Contracting Paragraph 10.5.6 (A) which states:
