Authorize Supplemental Agreement No. 1 to the Construction Manager at Risk contract ("CMAR Contract") with Swinerton Builders for the Dallas Police Department Law Enforcement Training Center on the University of North Texas at Dallas located at 7300 University Hills Boulevard to provide (1) City's acceptance of Guaranteed Maximum Price ("GMP") 1 for construction services in the amount not to exceed $26,392,747.00 (which includes the CMAR's contingency of $747,241.00); and (2) Owner's contingency of an amount not to exceed $2,639,275.00 for a total Supplemental Agreement No. 1 price not to exceed $29,032,022.00 increasing the total CMAR Contract price to date from $150,000.00 to $29,182,022.00 (which includes an owner's contingency of $2,639,275.00 and a GMP 1 of $26,392,747.00) - Total not to exceed $29,032,022.00, from $150,000.00 to $29,182,022.00 - Financing: Public Safety Facilities (F) Fund (2024 General Obligation Bond Fund)

BACKGROUND
On June 9, 2021, the Dallas City Council authorized the City Manager to execute a Memorandum of Understanding with the University of North Texas at Dallas (UNTD) to evaluate and identify sites on the UNTD campus for a new Dallas Police Department Law Enforcement Training Center (DPD LETC). This initiative was further supported on February 14, 2024, when the City Council ordered a May 2024 Bond Election to fund a variety of capital improvement projects citywide. On May 4, 2024, Dallas voters approved Proposition F of the 2024 General Obligation Bond Program, which included $90,000,000.00 in funding for the design, construction, and improvement of public safety facilities.
