A resolution adopting the City’s Legislative Program for the 90th Texas Legislature - Financing: No cost consideration to the City

BACKGROUND
The City of Dallas adopts a state legislative program every two years at the beginning of the Texas Legislative session. The program outlines the City’s legislative priorities for the session.
Prior to each legislative session, the City Council adopts a state and federal legislative agenda outlining official City of Dallas positions on various legislative issues. Input is sought from the Mayor and City Council, City executive leadership, and City departments.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 1, 2026, the Ad Hoc Committee of Legislative Affairs discussed and recommended the item move forward to full City Council for approval.
The City Council was briefed by memorandum regarding this matter on October 2, 2026.
