BACKGROUND

This purchase will provide for electric bicycles for the Dallas Police Department Bike Unit. These electric bicycles will replace the aging standard bicycles in the current fleet.

The purchase of these electric bicycles will significantly enhance the unit's ability to respond to calls for service in a timely and efficient manner. The additional power provided by electric-assist technology enables officers to cover larger patrol areas with reduced physical fatigue, improving overall response times, officer readiness, and visibility in the community. Electric bicycles are particularly effective in dense urban environments and during special events where vehicle access may be limited.

This purchase will also align with the department's goals to modernize its fleet and improve operational effectiveness while maintaining a strong community presence. The transition to electric bicycles supports public safety objectives and enhances the department's capacity to serve the residents of Dallas efficiently and sustainably.

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
