An ordinance amending Chapter 2, "College Advisory Commission," of the Dallas City Code, by amending Article XXX; to sunset the College Advisory Commission of the City - Financing: No cost consideration to the City

Body
BACKGROUND

The College Advisory Commission (CAC) was created to promote regular and active civic engagement among college-aged residents of Dallas County by giving them a formal role in local decision making, offering real world experiences with elected bodies, providing opportunities to partner with City Council and the City's Boards and Commissions and creating an avenue to engage in discussions with other college students. The CAC serves as an advisory commission to the Dallas City Council, Council Committees and the City Manager's Office regarding issues impacting collegiate residents.

In FY 2024-25 CAC began experiencing challenges with structural requirements in the current ordinance that made it difficult to recruit members, maintain quorum, and sustain Commission operations over time. The Commission was only able to meet three times during the fiscal year.

The Quality of Life, Arts, and Culture Committee (QOLAC) has been briefed twice on the status of the CAC and options moving forward. After reviewing the materials QOLAC recommended to sunset this commission.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

On May 8, 2023, the CAC was introduced to the Workforce, Education and Equity Committee. The Workforce, Education and Equity Committee recommended that the CAC be presented to full City Council for approval.


On June 28, 2023, the City Council authorized an ordinance amending Chapter 2 of the Dallas City Code to formally establish the CAC by Resolution No. 23-0869.
