Authorize a two-year cooperative purchasing agreement, with one six-month renewal option with Federal Engineering, Inc. for project management and implementation services related to the replacement of the existing Computer-Aided Dispatch and Records Management systems through the GSA Advantage cooperative purchasing agreement - Not to exceed $998,929.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action will authorize a cooperative purchasing agreement for project management and implementation services related to the replacement of the City's existing Computer-Aided Dispatch (CAD) and Records Management System (RMS).
The consulting firm will provide a dedicated, full-time subject matter expert and supporting technical resources to lead the implementation of the City's integrated CAD, mobile, and RMS solution. Services include project oversight and coordination; milestone tracking; vendor compliance monitoring; oversight of system configuration, data migration, testing, training, and cutover; and post go-live support to ensure successful system deployment.
The six-month renewal option will provide extended post go-live support if the City deems necessary. The awarded consulting team utilizes Project Management Institute (PMI) certified project managers and methodologies and has over 42 years of project management experience.
On December 10, 2025, the City Council approved a contract with Freeit Data Solutions, Inc. for a vendor-hosted CAD and RMS system for the Dallas Police Department, Dallas Fire-Rescue Department, and the Department of Municipal Court and Detention Services by Resolution No. 25-1831.
