BACKGROUND
Plaintiff Sandy Ghanem filed a lawsuit against the City of Dallas, seeking compensation for alleged bodily injuries and other damages sustained in an automobile collision on June 21, 2023, involving a Dallas Police Department officer operating a city-owned vehicle. The City and Ms. Ghanem have reached a proposed settlement of her claims, subject to City Council approval. Ms. Ghanem is represented by Rich Hyde and Hyde Trial Tribe.

A confidential memorandum regarding this matter will be provided to the City Council on January 23, 2026.
