BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This master agreement will provide for the purchase of large diameter stormwater pipes for the Dallas Water Utilities Department (DWU). This agreement will support ongoing operations to ensure the efficient management of stormwater systems. Additionally, these pipes will be utilized to reinforce existing precast concrete pipes in various applications, such as rerouting water, managing drainage, and replacing damaged or collapsed pipe structures. Precast concrete pipes are primarily used for gravity-flow applications and, while not watertight, offer the necessary strength and durability to withstand external pressures. By maintaining a readily available supply of these pipes, DWU can minimize delays in essential repairs and avoid extended service disruptions for customers.
