Authorize a ten-year maintenance agreement with the Turtle Creek Association to accept the installation of a loaned cast bronze sculpture of a walking crow, valued at $200,000.00, on park property, located at 3400 Fairmont Avenue - Financing: No cost consideration to the City

BACKGROUND
On March 1, 2024, the Dallas Park & Recreation Department executed a Beautification Agreement with the Turtle Creek Association (TCA) to provide service enhancements to the Turtle Creek Corridor. The agreement includes the ability for TCA to place loaned art on park property and provide maintenance at no cost to the City.
The Crow is a cast bronze sculpture, weighing approximately 2,000 pounds, and valued at $200,000.00. The Crow is 190 inches by 35 inches by 110 inches. The TCA has provided engineering drawings for a 74-inch diameter 31-inch-tall round concrete base (Exhibit A).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 1, 2024, the Park and Recreation Board authorized the location of the sculpture on park property at 3400 Fairmont Avenue.
On April 17, 2025, the Park and Recreation Board will consider the execution of an agreement with Turtle Creek Association (TCA) to accept the installation of a loaned cast bronze sculpture of a walking crow, valued at $200,000.00, on park property, located at 3400 Fairmont Avenue.
