BACKGROUND

 

On November 5, 2024, Dallas residents voted to adopt Dallas City Charter Chapter IXA.

 

Dallas City Charter Chapter IXA, Section 1 provides for the appointment of an inspector general who shall be a competent practicing attorney of recognized ability and a certified inspector general, who shall be appointed by a majority vote of all the members of the city council, and who shall hold office for a period of two years and thereafter until a successor is appointed, unless sooner discharged by the council.

 

Mr. Menke has impressive credentials as a senior executive and has served in multiple inspector general offices, but he does not meet the qualification for the inspector general position in the city charter.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 11, 2025, Timothy J. Menke was appointed as inspector general by a majority vote of all the members of the city council, effective June 30, 2025, by Resolution No. 25-0972.
