Authorize a three-year development agreement with the Trust for Public Land for the purpose of providing a site development plan and Phase I improvements at Big Cedar Wilderness - Financing: No cost consideration to the City

 

Body

BACKGROUND

 

Trust for Public Land (TPL) is a 501(c) organization with a mission to provide parks, trails and other forms of green spaces across the City of Dallas, with a goal in assisting the City to increase park access. TPL endeavors to conduct a site development plan at Big Cedar Wilderness that will include community engagement. The plan is anticipated to include attractions and features such as: a pavilion, trails, ecological restoration, and educational elements about the ecological and environmental qualities of the park. Funds that have been committed by TPL will go towards Phase 1 improvements of the site development plan.

 

Below are significant deal points of the agreement:

 

•  Plan and development shall respect requirements of the Reforestation Fund and other applicable restrictions

If TPL constructs improvements, the City shall review and approve all plans and assist TPL to secure all permits, platting, other City requirements, and all state and federal requirements.

 

TPL shall hold public meetings and fund Phase I improvements that are reflective of community engagement.

 

City shall grant site access to TPL for TPL’s operations as part of the project including community engagement and potential programming.

On December 8, 2022, the Park and Recreation Board was briefed on land acquisition opportunities by Trust for Public Land.
