BACKGROUND
In May 2024, the Department of Aviation ("Aviation") issued a Solicitation for Lease of Land at Dallas Love Field and Dallas Executive Airport to identify a lessee to lease and develop two separate parcels of land. Aviation received two proposals, and following the evaluation committee's evaluations of the proposals, Sky Harbour Group Corporation ("Sky Harbour") was deemed to be the most advantageous proposer to lease and develop the parcels.
Sky Harbour is the largest developer of business aviation hangar facilities in the United States, with a focus on building home basing solutions for both corporate and private executive flight departments. The company was founded in 2017 and has been providing general aviation services since 2019.
The City desires to lease approximately 346,609 square feet (7.957 acres) of land to DAL Development LLC, a special purpose vehicle created by Sky Harbour, for a primary term of forty years with two ten-year renewal options. Sky Harbour will be required to expend no less than $17,500,000.00 on the construction of new hangars, offices, aircraft apron areas, and an above-ground fuel farm. The exact size of the proposed leased premises is subject to a final survey.
