BACKGROUND

On February 28, 2025, the City of Dallas issued Request for Qualifications CIZ25-TRN-3149 Harry Hines Boulevard from Southeast of Medical District Drive to Southeast of Inwood Road Engineering Services (CSJ 0918-47-278) for the reconstruction of a six-lane roadway, intersection improvements, installation of new traffic signals and re-timing, development of a new bike facility, construction and reconstruction of sidewalks, installation of lighting, and minor landscaping enhancements on Harry Hines Boulevard from Southeast of Medical District Drive to Southeast of Inwood Road ("Project"). The City received one statement of qualification for the Project and subsequently issued an Invitation Only Request for Proposal to the interested firm. The proposal was received and opened on May 2, 2025.

On June 25, 2025, the City Council authorized an Advance Funding Agreement with the Texas Department of Transportation for a federal Congestion Mitigation and Air Quality Improvement Program and Surface Transportation Block Grant Program project in the amount of $8,910,000.00 as federal share in the total project cost of $11,951,674.00 for cost related to construction of the Project by Resolution No. 25-1048.
