Authorize a construction services contract for the Dallas Area Rapid Transit (DART) Signals Group 3 Project to reconstruct two traffic signals at the intersections of North Fitzhugh Avenue at Gaston Avenue and Malcolm X Boulevard at Pine Street - EAR Telecommunications, LLC DBA: EARTC, lowest responsible bidder of three - Not to exceed $953,343.50 - Financing: DART Transportation Projects Fund

BACKGROUND
This action will authorize a construction services contract with EAR Telecommunications, LLC DBA: EARTC (EARTC) for the reconstruction of traffic signals at two intersections. This contract is for two of the 22 intersections selected as part of the 2023 DART Public Transportation Improvement Program. The DART Public Transportation Improvement Program will provide funding to reconstruct dated traffic signals and improve pedestrian safety at intersections along DART bus routes.
The following traffic signals will be reconstructed with this contract:

Bid specifications were developed and publicly advertised on March 28, 2025, for competitive bids associated with the DART Signals Group 3 Project (CIZ25-TRN-3165). Bids were opened on April 18, 2025.
