BACKGROUND

On June 22, 2022, the Dallas City Council approved amendments to Article X, "Shared Dockless Vehicle Operating Permit," of Chapter 43, "Streets and Sidewalks," of the Dallas City Code, which reinstated the City's Shared Dockless Vehicle Program. To effectively manage the program, the City procured a data analysis subscription and consulting services agreement with Populus Technologies, Inc. through a competitive solicitation by Ordinance No. 32-236.

The Populus Mobility Manager platform provides data validation, reporting, compliance monitoring, and geospatial analytics, including the verification of the City's revenue share from the trips, to support administration and oversight of shared mobility operators. The platform is hosted by the vendor, who is responsible for maintenance, security, and ongoing system support.

The original agreement included two one-year renewal options. Supplemental Agreement No. 1 exercised the first renewal option for the period April 15, 2025 through April 14, 2026.
