Title
Authorize (1) rescinding the three-year service price agreement with The Confidence Group dba Confidence for Group 2, previously approved on December 10, 2025, by Resolution No. 25-1888, for reflective lane striping services for the Department of Transportation and Public Works; and (2) Supplemental Agreement No. 2 to the service price agreement with Elite Striping, LLC to increase the scope of services to include Group 2 for reflective pavement markings and striping using handliner machines for the Department of Transportation and Public Works, increasing the service price agreement in the estimated amount of $6,536,884.10, from $7,795,087.50 to $14,331,971.60, second lowest responsible bidder of four - Estimated amount of $6,536,884.10 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This supplemental agreement will provide for reflective lane striping services for the Department of Transportation and Public Works. These services will include the installation of traffic markings, which include street striping of crosswalks, center lines, lane lines, street legends, curb markings, and markers, such as reflectors and ceramic markers. The contract will provide for maintenance and general safety of the City's 1,700 linear miles of pavement markings.
