BACKGROUND
The Dallas Water Utilities Department (DWU) owns and operates Lake Ray Hubbard, Forney Dam, and the Forney Pump Station as part of its water supply system. In addition to serving as a major water supply reservoir, Lake Ray Hubbard presents shoreline, watershed, recreational, operational, and interjurisdictional management needs that require ongoing coordination and long-term planning. The reservoir extends across Dallas, Kaufman, Rockwall, and Collin counties and includes multiple municipalities, further requiring coordinated multi-jurisdictional management efforts.
The most recent Lake Ray Hubbard Master Plan was completed in 1995. Since that time, the lake, surrounding areas, and watershed have experienced substantial growth, development, and urbanization. DWU's responsibilities related to reservoir operations and management have also increased, and the lake's location across multiple counties and municipalities has created added coordination and management challenges. As a result, prior recommendations, agreements, and management approaches should be revisited based on current conditions and future needs.
The Lake Ray Hubbard Master Plan Update will develop a forward-looking roadmap for management of the reservoir and its associated infrastructure, shoreline, watershed, and recreational resources.
